Maricela Uribe, Ph.D., serves as Bilingual Program Officer for Revitalization Services. She is responsible for delivering and expanding the reach of our technical assistance and consulting services to help Main Street America grow a broader and more inclusive movement. Marcela provides key bilingual technical project management and services in the implementation of a Whole Community Resilience Planning Program with five communities in Puerto Rico as part of our efforts to establish a strong foundation for community-driven revitalization island-wide.
Marcela brings over 15 years of extensive hands-on experience and expertise, rooted in a profound commitment to serving and empowering communities. She is driven by a collaborative spirit and a passion for community-driven initiatives, which have led her to work with organizations that address literacy, food insecurity, environmental issues, and revitalization.
Most recently, Marcela served as the Executive Director at Laredo Main Street, a non-profit organization dedicated to revitalizing downtown Laredo, Texas. During her tenure, she worked closely with the board, the city, and partners to develop strategies, provide resources, and achieve and add valuable programming with increased community participation. Notably, she led the creation of the Downtown Building inventory as a pivotal step in the journey for guiding preservation-based economic development in the heart of Laredo.

Previously, Marcela served as the Founding Director of Service-Learning, Community Based Research, and Faculty Initiatives at Texas A&M International University for nearly a decade. In this capacity, she focused on developing collaborative efforts that fostered shared governance, reciprocity, and mutually beneficial partnerships. Additionally, Marcela’s consultancy work with organizations such as ReEngine Consulting and All-Star Education underscores her commitment to leveraging her expertise for continuous improvement in government projects and STEAM-related educational endeavors.
Marcela earned a Doctorate in Curriculum and Instruction from Virginia Tech and holds masters and bachelors degrees in Latin American Studies. Through a multifaceted background that combines academic rigor with practical community engagement, Marcela has been a driving force for understanding and addressing the diverse needs of communities and fostering meaningful connections and engagement for positive change.
